[standards-jig] Standards Framework and Process

Yes, it is high-level, but thought we needed something to start with.
Notice that there are some key points here, like the Foundation isn't going
to be responsible for developing or adminstering tests.  I thought it
important to state such things.

  ^^^^^^^^^ Shouldn't that be "areas"? This JIG should focus on the actual
standards, right?

This is quite high-level - I can't yet get a grip on it but I assume
it's directed at describing the higher order of the Foundation structure
rather thank the SC-JIG itself. In that context, it sounds good.
