[standards-jig] internal links in a JEP

There was resistance to using something as heavy as DocBook, but I'm open
to changing (DocBook is my friend). Was just trying to keep it simple for
the JEP Authors, but I've heard those DocBook XML tools at JabberStudio
are pretty slick. ;)
