[standards-jig] JEP-0030 (Disco): Categories "application" and "user"

Sounds reasonable to me. I'm just now only concerned about Disco itself, 
to make sure it has the support of the people here on the list. But 
since it seems alot of the opposition to it has been resolved or died 
down, I guess it is safe to go on to the Council?
