[standards-jig] JEP 0030: Disco. Advertising Features as "in development"

Here's an idea I have for the Disco spec after reading it just now:
Allowing entities to list features as "in development" instead of "fully
implimented" as the spec assumes in all cases. This would be useful for
developers that create implimentations of features and want to list them
on their server in order to interact it them through Disco while it is
being developed. So maybe a status="" attribute for features, too. Just
