Well, in that instance, these documents should probably be hosted (or
mirrored) by jabber.org.  Could leave that decision up to the JEP author.

Probably a good idea, especially if we want to provide some basic
document at that URL. Are JEP authors able to guarantee that the URL
will always exist? I'd like to think cataclysm.cx will be around
forever, but I can't be sure.
