Adrian,

This isn't perhaps as intuitive as it could be...

First, you need to read JEP-0001 so you have some understanding of how the
process (allegedly) works.

Secondly, you need to read the section on how to submit an JEP:

As part of the steps listed there, you need to create the actual JEP in XML
format (no other format is excepted).  To do this, I would suggest you get
the XML format template:

http://www.jabberstudio.org/cgi-bin/viewcvs.cgi/jeps/template/template.xml

And the .dtd, .css and .xsl files:

http://www.jabber.org/jeps/jep.dtd.txt (rename this without the .txt)
http://www.jabber.org/style.css
http://www.jabber.org/jeps/jep.xsl

Once you have all these on your local machine, you can reaname the template,
and use a text editor to edit it as you see fit.  Check what it looks like
in your webbrowser.  Alternatively you can use an XML editor such as XML
Spy.

Once that is all done, you need to send the resulting XML file to the JEP
editor, and he may (or may not) publish it.
