[standards-jig] Server Administration in protocol

I'd like to build jabber server administration into the protocol on top
of JEP0050(Reporting and Executing Ad-Hoc Commands). I thought I would
post my list here first, gather opinions and then take it to jadmin for
the larger admin world to contribute to.

The following is a list of administration abilities I would like to see.

* restart entire server

dealing with components
* disable/enable a component (for updating it)
* add a component (for installing a new one)


dealing with meta-admin
* add an admin user
* remove an admin user
* levels of administration privs?


dealing with communication:
* send a message to all online users
* set a MOTD.
* change karma levels? (this is pretty implementation specific)


dealing with users:
* kick a user off the server
* create an account
* remove an account
* get a user's roster
* roster push (adding/removing subscriptions)
* get a list of all users (matching a certain regex?)
* get a list of users online
* set a user's password
