It's just an informational JEP listing how things are done currently.
There is an active effort to explore the integration of XES and a more
complete encryption layer.  This was see as being on the application
layer and not the transport layer the WG seems to currently be
investigating.  If the WG has an interest in seeing this JEP pursued in
it's areas they should probably poke Paul about it.
