Why do we need sequence numbers and timestamps and all that? XMPP Core
(version 08 [1]) saith:

   Compliant server implementations MUST ensure in-order delivery of XML
   stanzas between any two entities.

If you disagree with that statement, better join xmppwg at jabber.org real
soon now.


[1] The wording in version 07 is a bit different, but still contains the
MUST level. Version 08 should be released in the next 24 hours.
