Quick thought, would it be valid to have multiple xml:lang attributes on 
the same tag? (Ranked left to right by preference?)

Or maybe something like this can be added to messages and IQs:
<x xmlns="http://jabber.org/protocol/language-accept">
<language>en-UK</language>
<language>en</language>
<language>de</language>
<language>ru</language>
...
</x>

Just brainstorming ...
