[standards-jig] JEP-004: empty <value/>

According to DTD included in JEP-004 <value/> must have #PCDATA content.
It seems illegal (at least to xmllint) to send empty <value/> elements,
but IMHO this should be interpreted as empty string, which should be
a perfectly legal value.

So is empty <value/> valid? If not, then what should be used instead (no
<value/> at all?)?

JAJC seems to fail on forms with empty <value/> elements (at least in
list-single). Tkabber treats them as empty strings.
