[standards-jig] UPDATED: JEP-0033 (Packet Headers)

Hm.  I like that.  Any other opinions?  I'm also going to add an address
type='noreply', which MUST be the only address if specified, and receivers
SHOULD NOT allow users to reply to (this is useful as a hint on broadcast
messages).

Anything else?
