information than do DTDs and thus their use will reduce the
misunderstandings that inevitably result when prose is relied upon to
explain the usage of a DTD.

I think we should require every JEP to include an XML schema before it
goes to Final (probably also before it goes to Draft). Since some
software (e.g., the JSF's compliance testing tools) may need the schema
in order to function, this seems like a valid requirement. (And yes, I'm
aware that even my own JEP-0045 does not include a schema -- I'm working
to remedy that situation...)

Thoughts?
