I thought about distributed JUDs and I start to like the idea. But I 
think having one or a few central master JUDs is not the Jabber way of 
doing this.

Spam protection shouldn't be the problem that forces us to use master 
JUDs. A spammer can ask a master JUD as well as a distributed network. 
The key to stop spammers to get Jabber addresses could be to limit the 
number of results a spammer can get with a query - to disallow to get 
the whole list of entries of a server.
