[standards-jig] JEP-13 (Flexible Offline Message Retrieval)

As JEP-13 is currently written it only allows message retieval on an
individual user basis. I would like to see it expanded to cover the
possibilty of a server using it to recover all the offline messages for
it's whole user base.

there are several reasons for this but the main one is that it would
allow for a "store and forward(grab)" system for jabber along the lines
of several email services.

let me explain.

My dynamic dns service changeip.com (not a plug) also offers an offline
webpage and email store and forward facilities. So that if for any
reason my home box is taken offline visitors to my website are
redirected to a page saying that ??????.com is currently down please try
later and my email is held until such a time that my mail server is
available again when all the stored emails are either pushed to my
server or held until i decide to retrieve them.

As my home box which runs my jabberd is often turned off and i therefore
lose alot of possible jabber messages I would like the ability to point
my jabberd's dns entries to a different server that just stores any sent
jabber messages to my users and then when i bring my jabberd back online
my server would then use JEP-13 to retrieve all the stored offline
messages for all the users of my server. Most of "glue" to do this
already exists either directly within jabber or indirectly using other
things such as dyndns and although there are a few things that would
cause problems if this was being used in a service bureau such as
security, jabber.xml editing most of those problems are impl. related.
The major missing piece is server to server usage of jep-13

anyway forgive this waffle and comments please, especially from the
jep-13 author.
