[Standards-JIG] Discussion History Maxchars Behavior (JEP-0045)

It is unclear whether the maxchars option for discussion history is
talking about message body characters or xml stanza characters.  They
are generally in even ratio with each other, but the message stanza
could potentially carry varying amounts of extended namespace data.

So, should maxchars refer to the total size of the stanza in the history
or simply the size of the plain text body, or possibly the size of
everything _inside_ the containing message element, or something else I
haven't thought of?

This feature was designed for bandwidth limiting. IMO maxchars should
limit the number of stanzas delivered based on the overall size of the
stanza.
