The point of JEP-0071 is that it defines valid XHTML. AFAIK, there is no
mechanism for in-band images in XHTML -- that's what the 'src' attribute 
is for.

If all you want to do is send an image, why not just use JEP-0096? Or do
you want to send an image in the context of a message?
