This could be already done without inventing any new protocol. 
Just code your clients in a sane way: when jabber:x:roster message is
received with multiple JIDs show one dialog window to user with whole
list with all contacts initially selected or "Add all" button. That
would be already done if the most popular transports implemented
"jabber:x:roster" instead of that <presence type="subscribed"/> hack.
And that would be enough for the time until "the-right-one" solution is
ready.
