Which says:


For OpenPGP, the JID should be stored in a user-id field, either using 
the 'xmpp' prefix: "Alice <xmpp:alice at example.com>" or not: "Alice 
<alice at example.com>". Implementations should prefer an OpenPGP key that 
has an 'xmpp' prefix over one that does not.


Setting a user-id of <xmpp:user at host> seems right (without the "xmpp:" 
scheme I don't see how anyone would know it's a JID).
