[Standards-JIG] JEP0153 Avatar size

JEP 0153 states that Avatars are to be <=8 kbytes.  But it doesn't say
whether this is before or after base64-encoding.  My assumption is that
it should be before, but then if a server wants to limit the size, how
should it do so? Despite the spec saying it should be client-limited, it
seems sensible that a server should have its own limits as well.  Should
it limit the base64 text to 10923 bytes? This should be the max that
base64(8192 bytes) produces.
