The answer is the SPAM definition.
It does not really have anything with commercials, advertising etc.
Sending an advertisement all by itself is not SPAM.

The key word here is "mass".

SPAM is massively sending automated, repeated, same message to many
people, not caring wether it does not interest them in hope that a
small promile hits the desired target.

It's not the commercial nature of it that is wrong and annoing. It's
that spammers don't care of people they "miss-hit"...
You tend to like google ad-sense becouse it fits you, often find it
interesting, but tend to hate those stupid, blind, flashy banners that
try to sell you stuff that you don't need.
