[Standards-JIG] JINGLE question

Been looking at JINGLE for signalling purposes and noticed that a very
big change has happened in protocol behaviour.
Till now, iq stanzas have always been request-response, with the
response being sent by the server. For the first time that I've seen,
the iq result is being sent by another client.
Any clues to why something like this is done? i.e. Why this couldn't
be done via message / presence stanzas? Are we looking at relaxing
the definition of iq stanzas?
