There's no advantage in making them random GUIDs.
There's no problem with hashing the avatar data.
Hashing the image data has advantages over a random GUID.
It's been working fine for many years for many users in many 
implementations by many developers.

This part of the avatar spec is not broken so let's not try to fix it.  
There's plenty of other things that need fixing! :-)
