[Standards-JIG] disco identities for Jingle entities

Although Jingle is primarily a client-to-client protocol, for optimal
functionality it depends on the existence of several server-side entities:

1. A STUN server
2. A relay server / proxy

So it seems that we need appropriate service discovery identities. I
suggest:

1. proxy/stun
2. proxy/jingle

(I know, a STUN server is not really a proxy, but that seems to be the
closest category.)
