The problem with (2) is that the temporary employees are temporary! Over
time you're more likely to be setting up more temporary employees than
permament. With (1) you can setup a permanent employee as they come on
board and practically forget them. (2) forces constant administration on
you.

Another problem with (2) is that an unmoderated room still allows
visitors to speak.
