I see no reason not to use JEP-0066 for this. So the example would be:

          action='session-redirect'
          initiator='romeo at montague.net/orchard'

      <url>xmpp:voicemail at capulet.com</url>
    </x>
  </jingle>
</iq>

The <url/> element can conform to any URI scheme; this is handy so we
can redirect to a sip: address or tel: number.
