Apple is working with the IETF to define Zeroconf, but not Link-Local 
Messaging.  Link-Local Messaging is just one of many possible kinds of 
Zeroconf services.

As of now, Apple has shown no interest in pushing Link-Local Messaging through 
the IETF.  In fact, Apple has shown no interest in documenting the protocol 
at all, anywhere.  It is very much their protocol, and therefore the 
first/last name thing was their decision.
