The RTP-ICE transport is complex because ICE is complex. But other
transports are less complex (raw UDP or whatever). People want to add
complexity to JEP-0096 to handle file transfer restarts and so on, but
IMHO we might as well do that via Jingle since all the semantics will be
there. Eventually.
