Maybe RFC 3921 does not apply to non-IM servers. Please read Section 3
of RFC 3921 again -- it says that if the server includes the session
stream feature, then IM session establishment is required. A non-IM
server would not include include that stream feature and would happily
route stanzas for a connected resource.
