Well, after discussing it some more with Kevin Smith, I see that new
top-level elements are OK as long as they are qualified by non-default
namespaces (i.e., not jabber:client or jabber:server). In fact we use
them all the time in negotiating TLS, SASL, compression, etc.

New TLE != new stanza.
