[Standards-JIG] pubsub: wrapper or no wrapper for subscription authorizations?

Version 1.8pre13 of JEP-0060 had XML of the following form for pubsub
subscription authorization messages:

In 1.8pre14 I changed it to have a wrapper element (based on some
feedback from Peter Millard) but I think it makes sense to change it
back unless people can provide a good reason for the wrapper element.
