[Standards-JIG] Blocking communication question

When a privacy item does not have a specified type attribute, which is the 
default value that the server should assume? The spec says: "If no 'type' 
attribute is included, the rule provides the "fall-through" case." but I'm 
not sure I understand the default value the server should use.

Does this mean that a privacy item with no type is the way to indicate that 
that item is the "fall-through" case?

Any help is greatly appreciated.
