[Standards-JIG] JEP-172 context

I think that JEP-172 as currently written needs a little more.

At the very minimum, there should be a wrapper element around the  
x:data form to give it context, and to distinguish this data from the  
more context-free forms that existing clients may interpret this  
information as.  Example:

<message from='bernardo at shakespeare.lit/pda'  
to='francisco at shakespeare.lit' type='chat'>
   <body>Who's there?</body>
   <profile xmlns='http://jabber.org/protocol/profile'>
     <x xmlns='jabber:x:data' type='result'>
       <field var='FORM_TYPE' type='hidden'><value>http://jabber.org/ 
protocol/profile</value></field>
       <field var='nickname'><value>BernieBoy</value></field>
     </x>
   </profile>
</message>

It would also be nice to specify how to discover support, using caps.
