[Standards-JIG] SI-PUB URIs

I must have been snoozing when SI-PUB came out. Would the definition of 
a SI-PUB URI query component be a new JEP or a modification of the one 
we have? This would be the best means to get inband images placed in 
XHTML-IM.

The URI format I envision as working would be 
"xmpp:jid?sipub=value_of_id_attribute". Is that sufficient?

Would we also want a JEP to demonstrate how to use SI-PUB URIs as an 
inband image, or would this be unneeded?

All in all, I see something nasty like:
