[Standards-JIG] JEP-0071: class and rel attributes

See my previous message for a few examples. I haven't had an in-depth
discussion with the microformats folks as yet so I don't know all the
possible use cases yet, but I'll work to gather some over the next few
weeks and perhaps publish an informational JEP about it.
