[Standards-JIG] JEP-0142: editorial review

As promised once long ago, I've completed an editorial review of
JEP-0142. My only comment that isn't of an editorial nature is that I
think the <workgroup/> element is unnecessary in MUC invites, since the
'from' attribute in the invite is set to the JID of the workgroup.
