JEP-0060 specifies that NodeIDs MUST be unique within the context of a
given pubsub service and that ItemIDs MUST be unique within the context
of a given node. See Section 12.6 of 1.8pre17:

If an implementation violates that rule, it needs to stop because it is
wrong.
