[Standards-JIG] MUC presence issues

Yeah...seems like everyone implements RFCs and XEPs like he/she wants, as
long as it works in a satisfactory manner. Like SQL...a standard exists but
you are far away of saying SQL is standardised.
I would say, first fix the implementations and then see what problems left
over.
