[Standards-JIG] Proposed XMPP Extension: File Sharing

The intention here is different from what is there in netbeans from what
I can see - there it is more of sharing files and doing collaborative
editing (which was the main attraction : file sharing was the first step
for this though).
This is more of a way to do something like a file server on top of xmpp
if I am not wrong.
