[Standards-JIG] XEP0191 - Blocking - Node Names

I don't see a need for two node names "block" and "blocklist" they could
be the same "blocks". They're already separated by get/set IQ type.

Both of these packets:

<iq type='set' id='block1'>

  <block xmlns='http://jabber.org/protocol/blocking'>

  </block>

</iq>

<iq type='get' id='blocklist1'>
  <blocklist xmlns='http://jabber.org/protocol/blocking'/>
</iq>

Could look like:

<iq type='set' id='block1'>

  <blocks xmlns='http://jabber.org/protocol/blocking'>

</iq>

<iq type='get' id='block1'>

  <blocks xmlns='http://jabber.org/protocol/blocking'>

</iq>

I like the symmetry of this more, and it's more consistant.
