[Standards-JIG] XEP-0124: Section 12.2 In Order Message Ordering

Hey all,

I had a question in regards to XEP-0124 Section 12.2. It doesn't
explicitly state whether the server should respect the wait value for
connections received out of order but my guess is yes. If so, what
should the response sent to the client be? If the request was sent out
of order and all the in-order requests have yet to have been dealt with
returning a standard response doesn't seem logical. Some sort of error
would be warrented there. If the server should violate the wait value as
set out by the client, this would be a leak, as the client may never
send those requests, unless that connection would then be closed when
the inactivity window closes. Thanks for any input or feedback anyone
might have.
