[Standards] SIFT redux

At the XMPP Summit a few weeks ago, the assembled throng had a
discussion about SIFT. Unfortunately I wasn't in the room at that time
(perhaps I was presenting the XMPP 101 tutorial with Jack, or up at the
Google Wave Federation Day), so I don't know exactly what conclusions
were reached. Therefore I've updated the proposal based on some vague
hints from those who were there, some discussions I've had with people
off-list, and my own idea of where SIFT needs to go. You can read

Feedback is welcome, as always.

[Maybe we can publish this as an offical XEP someday so that at least
it's under source control?]
