That is what is meant by "the server MUST respond to all IQ stanzas in a
way consistent with the specification for the given payload namespace
(if defined) or as specified in XMPP Core [6] or XMPP IM [7] for IQs
where no full JID <localpart at domain.tld/resource> matches". I can add
the clause "; typically that means returning a <service-unavailable/>
error."
