[Standards] Current "user profile" specification? (XEP-0154 is deferred)

It is, yes. Practically all clients and servers support XEP-0054. That
said, deferred is simply a state of inactivity. If you want to be part
of fixing up XEP-0154 and getting it to draft, there's nothing to stop
you implementing it.
