Many do respond to probes with the last offline status.

No, actually - one of the nice things about XMPP is that quite often,  
your contacts get the functionalty of your server. So if you use a  
server that does provide offline status - like, say, jabber.org -  
then your contacts will see that information if their client is  
capable, even if their own server isn't.

It's the same for PEP - your contacts will see your PEP information  
if their client requests it, no matter if their server doesn't.

So if you want this behaviour, use a server that supports it. And if  
you want this behaviour for your contacts, encourage them to change  
implementation or service to one that does.
