No, that would be evil for many reasons:

• It's intend is to show the _USER_ that the message did not receive *YET*.
• It's intend is not to show a message got lost!
• Automatic resend will create an endless circle of spam if someone refuses to answer to XEP-0184!

The intend of XEP-0184 is to show *THAT* the message has already been received, not that it hasn't. That's also why it doesn't define any timeouts.
