[Standards] DRAFT: XEP-0152 (Reachability Addresses)

As a bit of a meta-note here, this message shows that the transition we've
undergone from a single Editor (Peter Saint-Andre) to a small XSF work team
is going really well (and impressively quickly - the setup meeting was only
yesterday). So to the volunteers on the team, thanks!
