[Standards] What does "The message headers matched a filter rule" mean?

Concerning spam: Is it only the editor’s list that is affected? How is spam kept away from the standards and iot lists?

Due to the amount of spam that account receives, there is a rule set up, but I think it lets anything through if it has “xep” in the subject.
