Because the ‘get’ is what’s used to ask for the form fields, and the ‘set’ is used to submit the fields.

We end up with slightly odd terminology, because the action you’re asking is to fetch stuff, but it’s fairly consistent for ‘get’ to fetch the form and ‘set’ to submit it.
