I think the sentence:

is incorrect, because 'xmpp-client' and 'xmpp-server' are not Protocol
IDs, but "Identification Sequences" in RFC7301 terminology. At least I
didn't find formal definition of "Protocol IDs" in the RFC while
"Identification Sequence" is very well defined. As I understand,
Protocol ID is in our case a three-tuple (XMPP, xmpp-client,
url_of_XEP). So I would rewrite the section as follows:

"ALPN (RFC 7301) requires registration of the new Protocol IDs. This
document specifies two Protocol IDs:

Protocol: XMPP
Identification Sequence:
  0x78 0x6d 0x70 0x70 0x2d 0x73 0x65 0x72 0x76 0x65 0x72 ("xmpp-server")
Reference: [http://xmpp.org/extensions/xep-0368.html]

Protocol: XMPP
Identification Sequence:
  0x78 0x6d 0x70 0x70 0x2d 0x63 0x6c 0x69 0x65 0x6e 0x74 ("xmpp-client")

This would be consistent with RFC7301 (section 6 "IANA Considerations").
